Khung pháp lý cho thu hồi, sử dụng và lưu trữ carbon: Kinh nghiệm quốc tế và khuyến nghị cho Việt Nam

Công nghệ thu hồi, sử dụng và lưu trữ carbon (CCUS) đang được coi là giải pháp quan trọng để giảm phát thải khí nhà kính và đạt được các mục tiêu về khí hậu toàn cầu. Tuy nhiên, việc triển khai công nghệ này đòi hỏi khung pháp lý toàn diện để đảm bảo an toàn, hiệu quả và tuân thủ các tiêu chuẩn môi trường.
Bài viết giới thiệu khung pháp lý hiện hành liên quan đến hoạt động thu hồi, sử dụng và lưu trữ carbon trên thế giới, trên cơ sở đó đề xuất các khuyến nghị cho việc xây dựng khung pháp lý cho hoạt động này tại Việt Nam.
